Hopkinsville Considers New Guidelines for Building Purchase

With the controversy that surrounded the Phoenix and Blue Streak Printing Building, Hopkinsville City Council could enact new guidelines for purchasing buildings.


Councilman Chuck Crabtree proposed a new five-step plan.

click to download audioStep one would be a written narrative from the Mayor. Step two: a building inspection conducted by a licensed 3rd party vendor. Crabtree says he knows the city’s in-house inspectors are capable of the job.

click to download audioThat would be followed by a property estimate or valuation by a 3rd party, and that all potential purchases go through a standard order process, including no special-called meetings for approval without an official city council vote.

City Attorney Doug Willen offered two warnings.

click to download audioWillen was asked to draft guidelines that would then be presented to City Council. This discussion was part of Thursday night’s Committee of the Whole meeting and was followed by a closed session to discuss economic development.
