He was 85.
A native of Monroe County, he was a retiree of Kentucky State Police with years of service in the Kentucky National Guard.
From 1981 until 1988, he also served as a Christian County magistrate for District 7, at one point operating as Judge-Executive Pro Tem while being on the Kentucky Association of Counties Board of Directors.
Aside from a career in law enforcement, the Armed Services and the political world, Carter was a business owner, realtor, appraiser and auctioneer. He was a former director of the Christian County Board of Realtors, who later was inducted into the Christian County Realtors Hall of Fame.
He was also a member of the American Association of Appraisers Board of Directors, and also assisted the Christian County Board of Health, the Christian County Airport Board and the Christian County Board of Zoning & Adjustments.
He was a charter member of the Civitan Club, and also chipped in at Western Hills Golf Course and the Fraternal Order of Eagles. He was also a member of the Hopkinsville Golf & Country Club and Hillcrest Baptist Church.
+ In 1965, Carter was one of two men representing KSP Post 2 in Madisonville, when he attended funeral services in Newcastle for the fallen Trooper Delano Powell, who was killed while investigating an incident near Jackson.
