During a visit to the Hopkinsville Kiwanis Club meeting, Hopkinsville native and vice chair of the Senate Health Services Committee, Senator Craig Richardson, spoke about Medicaid and how it’s consuming a growing share of Kentucky’s budget—even though enrollment is down.
