HCC Presents Proposed Budget, Reports Strong Finances

The Hopkinsville Community College (HCC) Board of Directors convened April 28, with positive financial, academic and enrollment news on the slate.

Dr. Dale Leatherman, chief business affairs officer, reported strong institutional finances and a budget surplus.

+ State appropriations were fully received.
+ Recent tuition revenue exceeded expectations by $1.2 million, beating the annual budget by more than $500K.
+ Total revenue so far is $25.7 million—up from $22.3 million last year.
+ And the budget surplus is $4.1 million after expenses.

Leatherman further noted the proposed 2025-26 budget is $28.3 million. Tuition increases would be $4 per credit hour, and staff pay raises range from 0–3% based on years of service. The budget also includes funds for parking lot repairs, emergency reserves and operational growth.

Furthermore:
+ Overall enrollment is up over 6% since last spring, including a 10% growth in credential-seeking students.
+ And there was a 36.8% increase in former high schoolers now pursuing degrees.
+ 810 credentials will be awarded at May 9 Spring Commencement, including seven Early College students earning full associate degrees while still in high school.
+ A “Going Pro” HOPFAME ceremony is scheduled for May 8, celebrating technical program graduates and industry partners.

Also:
+ In response to House Bill 4, HCC revised its mission and values statements to comply with new regulations limiting DEI (Diversity, Equity, Inclusion) language. The Board did vote to approve these revisions.

📈 Leadership Evaluations
President Dr. Alissa Young received top marks—ratings of “Meets” or “Exceeds Expectations” across all categories.

Board self-evaluation showed overall satisfaction, with some calls for more frequent meetings and increased engagement in fundraising.
